"REPULSIVE" public toilets in Knox have offended the Knox Ratepayers Association.
The association says it has surveyed 13 toilets owned by the council, visiting them up to 17 times in the past three months.
In a letter to Knox councillors and council chief executive Graeme Emonson, association president Lenette Griffin stated the condition of the toilets ranged from "disgusting to average".
"Some urinals have not drained, dust and cigarette butts are prolific. Some flushing systems are either broken, jammed or missing buttons."
Ms Griffin said there was also graffiti.
"The general condition, smell - particularly over summer - and blowflies is repulsive."
Knoxfield-based company Australian Environmental Cleaning Services manages the cleaning of the toilets.
However, the association said the council was responsible for their condition.
"The council has a duty to supervise these matters, so our money is supervised properly."
According to the association, the council entered a three-year contract worth $346,494 with Australian Environmental Cleaning Services in 2005. When that expired, it took up an option to extend it by two years.
"In this case I believe the buck stops with Graeme Emonson," Ms Griffin said.
"He's ultimately in charge of the council. He's the man at the top and he's the one who should wear criticism."
Ms Griffin said she was concerned about "where else money was going down the drain".
"I would like more frank and open disclosure."
Association member Frank Sullivan said the toilets he had visited, including in The Basin, were filthy.
Knox's director of engineering and infrastructure, Ian Bell, said the council was mindful of delivering the "best possible facilities within the limit of sound budgeting".
"The council is committed to providing affordable toilets while overseeing effective maintenance throughout local sites".
The council is responsible for 44 public toilet buildings in Knox.
Mr Bell said the council's contract with Australian Environmental Cleaning Services required that three toilets were cleaned twice daily, 11 daily and 30 weekly.
Australian Environmental Cleaning Services was contacted for comment, but did not respond by deadline.
