Families living in Braeburn Parade behind the centre say they fear for their health and safety if the problems continue.
They took their ongoing complaints to last week's Knox Council meeting. Residents have already met with the council three times since drawing attention to the issues a year ago.
Resident Lou Drake said he often found rubbish scraps in his courtyard. "The crows get into the shopping centre's bins and fly around dropping food in our gardens and on our roofs. We're always cleaning our gutters out."
Neighbours said noise was also a problem, with truck deliveries outside of the allowed hours and regular 'hooning' in Braeburn Parade and the adjacent car park.
The council's CEO Graeme Emonson told the Weekly random waste disposal patrols were introduced around the shopping centre last year, and he encouraged Braeburn Parade residents to advise of any noise complaints.
Signs outlining delivery hours were also installed but residents said this did nothing to stop out-of-hours deliveries. They want to see a boom gate installed at the entrance to the deliveries area, which would shut at 10pm.
Shopping centre manager Lesley Fleet of Fitzroys real estate said the centre was investigating the possibility of boom gates and said residents' claims about open rubbish bins were not true.
"There are no open bins outside. The only bins that aren't enclosed are the cardboard recycling bins."
Ritchies Supa IGA duty manager Joel Whitehead said its bins were always locked. "Every single second of the day they're locked. We open them to put the rubbish in and then lock them again."
Mr Drake said residents would consider protesting if more wasn't done soon - "we could block the delivery road so nothing can get through".
Mr Emonson said the council would again "endeavour to work through the issues at the Village".
