Was David Cooper the councillor who promised no rate increase some years ago but when he was mayor, and the rates in Knox jumped tremendously? He seemed the most experienced of the candidates and I wondered what his views are regarding the never ending increases in rates, excessive use of council funds for seminars and self-development, as reported in recent issues.
